The Roman Empire
Rome was successful because of her army and her laws. Rome had a large army and even though they at first lost many battles, they continued and perservered and eventually began to win. Also the laws were very highly respected, so the city was organized and stable and able to build upon itself.

More specific examples needed to make this a persuasive response, Celine. What was it about the army? How was it organized, and how did it develop? How did the laws emerge, develop and change over time? Which circumstances impacted these practices?
